The Lynnwood City Center is a 20 year plan that will create a mixed-use city core. With the City Center, Lynnwood will become the model urban center in the North Puget Sound Region, blending residential, retail and businesses with open space in a pedestrian friendly environment.

Background: For more than ten years, the City of Lynnwood has been identified as one of the designated urban centers in the four county metropolitan region. The Puget Sound Regional Council has projected a substantial amount of development for Lynnwood in its forecasting for the region which was required by the State's Growth Management Act. In 1995, the City adopted a new Comprehensive Plan that refined the notion of an urban center and declared intent to shape and direct the form of development within a sub-regional center. A Central Business District Task Force was formed of stakeholders to develop a long-term vision for the center. The City Center project was set in motion in 2001. The City Center Sub-Area Plan was adopted by City Council March 14, 2005. In 2006, City Council adopted updated zoning for the City Center sub-area. Since that time, the City has undertaken activities focused on implementing the City Center plans.

The Goal of the City Center Plan is to create a compact, intense and lively city center that offers Lynnwood new opportunities for culture, commerce and habitation.

Objectives of the plan include:

Creating a central focus of the community
Restructuring the City Center's growth toward a more concentrated, mixed-use, pedestrian friendly and transit supportive center
Advancing the long term vision of the City Center Task Force
Developing a distinct, strong identity for the Lynnwood City Center
Creating an attractive, functional and comfortable place for Lynnwood residents to live, work and play.
Establishing a set of strategies to guide this transformation into Lynnwood's future

The Sub-area Plan builds on the vision and establishes more specific components of the City Center, illustrating the location, intensity, type and character of the community's core.  The Plan provides the legal and policy underpinning for revisions to the City's codes, its CFP, its administrative structure, and any related marketing efforts. It also provides a clear message to the development community that the City welcomes new commercial and residential development within its City Center.
